  4. Another conviction in the murder of a DEA agent

  7.     In central Mexico Ruben Zuno Arce is known as Don Ruben,
  8. wealthy cattleman, son of a governor, brother-in-law of a
  9. Mexican President and an influential provincial political boss.
  10. In the U.S. last week the dapper Zuno, 60, added another
  11. credential to his resume: convicted felon. A Los Angeles jury
  12. found him guilty of racketeering, kidnapping conspiracy, and
  13. aiding and abetting the 1985 kidnap-murder of U.S. Drug
  14. Enforcement Administration agent Enrique Camarena.

  16.     DEA agents burst into grins and clapped one another on the
  17. back. Zuno is the most prominent of the seven men tried so far
  18. in connection with the still unsolved Camarena murder. U.S.
  19. Justice Department prosecutors charged that Zuno, arrested last
  20. year while visiting Los Angeles, was a top executive of the
  21. Guadalajara drug cartel and a power broker who used his
  22. political connections in Mexico City to protect vast cocaine
  23. and marijuana operations.

  25.     When DEA investigations threatened those operations,
  26. prosecutors said, Zuno plotted with drug kingpins and several
  27. prominent Mexican officials to have Camarena kidnapped and
  28. tortured. The object was to find out how much U.S. agents knew
  29. about the traffickers and their patrons in the government. A
  30. cartel bodyguard turned government witness testified that a few
  31. months before the abduction, Zuno told the other alleged
  32. conspirators that Camarena should be interrogated on what he
  33. knew about "my general," referring to General Juan Arevalo
  34. Gardoqui, then Mexico's Secretary of Defense. U.S. officials
  35. claim that a transcript of a torture-interrogation session,
  36. which the kidnappers taped, shows that Camarena was asked about
  37. Arevalo. DEA agents hope that Zuno, who could receive a life
  38. sentence, will weaken and talk about other powerful people
  39. behind Camarena's death.

  41.     Next on trial will be Humberto Alvarez Machain, a
  42. Guadalajara physician accused of giving medicine to Camarena
  43. during the torture sessions so he would survive until his
  44. questioning was complete. The capture of Alvarez, who was
  45. tracked down by Mexican bounty hunters and delivered to DEA
  46. agents in El Paso, has caused a rift between the U.S. and
  47. Mexico. The Mexican government is demanding the arrest and
  48. extradition of the DEA agent who masterminded the snatch.
  49. Retorts U.S. Attorney General Dick Thornburgh: "It's a mistake
  50. for the government of Mexico not to cooperate [in bringing] to
  51. justice those persons who have contributed to this dreadful
  52. incident."
